Complete geospatial web-application build. See attached request for proposal and draft functional specification. Can hire individual or team.

I am creating a mobile form that draws from an existing paper form that will be exported back into that form upon collection of data. App will pull information from geospatial location (using GPS function) that will pull from other information sources and allow user input of data. App does not need to look like paper form but must be designed so that all information required in form is collected either from the user or from geospatial location data.

I have data in SQL Server and MySQL which contains latitude and longitude. I want someone to give me a 2 hour training on how i can make it better by using geospatial feature. As a part of training i want a SQL query to be provided which can give list of points near to a specific location and another SQL query which sorts the points based on distance from a given point. It should not make use of explicit distance calculation but rather use the database feature.
