Hi You may not need an API for this. All you need is a list of countries with GMT difference, then within your application you could do simple calculation. I can provide the list and the method in dll format in C#. YOU could easily turn this into a web service. One problem, even with commercial tools, is the day light saving is not always consistent or may not always be known.
