Help getting "userHandle" credentials on android device.

I am looking for an expert-level web developer who has experience with Android and Chrome development specifically. We are having trouble in that the 'userHandle' property is being returned as 'null' even though we are writing a value to it. So we need help in figuring out why this is happening.
