IOS/Android App - XML/CSV/PDF to App Based on Download

Also, you must be prepared to show a basic understanding an perhaps some demo of it before an award because I have had two programmers back out and they have left me with an urgent need. The core concept of the APP (must be both IOS and Android) is very simple. When it runs a code as asked for and based on that code the app downloads the corresponding data file and runs based on the data file. The original plan was for the file to be an HTML/CSS/JS website which would make it very simple because all that is happening is a website being browsed locally (again simply HTML/CSS/JS). But it seems that some programmers have found this a very difficult task. So, I have several options to achieve the same goal - 1) PDF files instead of HTML/CSS/JS where the menu is based off of the structure of the PDF files - this might work easily. 2) CSV/XML file downloaded and used to render the local app structure. 3) a Local LAMP server in the app to run the complete site as a local app 4) HTML/CSS/JS - as was planned The App itself functions like this: 1 - The App is Downloaded, Installed. 2 - On First Run the App Simply asks for Group Code [GroupCode] (five digit code) 3 - User Enters Corresponding Group Code and App Downloads HTML/CSS/JS or CSV or XML or PDF files Matching Code [GroupCode].zip from our server. 4 - The files are extracted and make the core of the app. In the case of HTML it was simply a locally browsed website but with PDF menus, etc can be made in the app based on the structure of the PDF files (I can explain in message) This really is a VERY SIMPLE app for a qualified programmer. I need you to START NOW, give updates regularly, and demos throughout. This is step one of what should be a long term project. This is a proof of concept stage. In you bid you must express that you can start now, if you are an individual or a team, and communicate with me clearly and effectively. I am not an app developer so I need you help but I have coded for Windows and LAMP so I know in theory (certainly on those platforms) this should be 2-hours of coding 101 to get done. If I do not see the required information in your bid I will trash it. Also, please make your initial bid within the range of your reality. I am not interested in a bidder who bids $50 then we talk and he adjusts his/her bid by a multiple. The starting bid here is low because I am not going to waste time or money on a project that will not be completed due to lack of quality programming - look at my profile history/reviews.
