2010-10-03 URGENT web.config overhaul and installation

I have a project with another developer here that is supposed to launch today, but he has just informed me (after several weeks) that he actually has no idea how to write redirection statements for a [login to view URL] file. The website is scheduled to launch in approximately 10 hours...so I am very concerned. Attached you will find the current [login to view URL] file for the old website (which is being relocated into a sub-directory "asp" such that it is accessible at [login to view URL] and should continue to operate seamlessly) and a new (php) website is being placed in the webroot. I have 22 pages to redirect (with 301 header) to completely new URLs and then need a "catch all" that will take incoming .aspx pages and redirect to the same url without the extension. Example: [login to view URL] should 301 redirect to [login to view URL] I have attached the current (old) [login to view URL] file, a list of moved pages, and a new [login to view URL] file (working) that needs the new statements added. I am only LOOKING FOR EXPERT LEVEL WINDOWS SERVER developer who knows with absolute certainty that he/she can write the necessary statements quickly, accurately, and can write any necessary regex statements to produce the proper results. There is no time for "guess and test" methods here. IF YOU ARE NOT OVER-QUALIFIED, DO NOT PLACE A BID. The selected developer MUST be available to write the new [login to view URL] script within just a couple hours of selection AND must be available on GoogleTalk between the hours of 11:00pm (Central Time USA: GMT-6) and 1:00AM (Central Time USA: GMT-6). That is approximately 8 hours from right now (posting time). This is when the files will be swapped on the server, and i need you to be available instantly for any troubleshooting that may occour. I am very familiar with Linux systems, but am not comfortable in Windows. This is hosted in a Windows shared server with GoDaddy.com. We cannot have more than approximately 5 minutes of downtime, so speed and accuracy are of absolute importance.
