Create Public Wifi Hotspot Welcome Gate

We're a business and want to offer Wifi to our customers. We need to integrate a "welcome gate" aka splash screen where the user needs to register, accept terms and conditions, etc..
We need assistance setting this us via open source software.
I've found this, I believe it will do what we need.

Note: I need this done as per my attached image, so the wifi access point is a virtual Linux install and not a normal router.
