We need development of a small desktop software utility which will read the attendance data from a biometric machine and sync it with a web server using API.

Web Server API will be provided, where you need to POST the data, and response in JSON will be returned about success or error.
The API URL should be read from a config file so that one can change that easily.
Preferred System Language
C# .NET or VB.NET
The Desktop Software Utility will be running in the background, an icon will be shown in the windows task bar. Clicking on that will show a window with a table showing attendance records with a status whether synced or not. Should also be added in system startup at the time of installation.
By default, we need to show the current day records plus old which one are not synced. We can show the following columns in the table like User ID, Date, Time IN, Time OUT, status. The service will keep running all the time, if internet is available, it will sync the record.
Use SQLite for local database to keep attendance data.
