Basic Image-Creator Web App using .NET Framework

I am looking for a developer to write a basic web app (using the .NET Framework) that takes text content and overlays it on top of an image - and outputs the resulting image as a jpg or transparent png (same format as the source image).
This web app will consist of a simple form that prompts the user to enter (1) a title; (2) a body of text; (3) select an image from a drop-down menu of images on the server - this list will come from a json file described below; and then (4) submit. Upon submission, the text and image are combined into a single image and then displayed to the user.
The above steps should also be achievable from an AJAX call - where the parameters (title, body, image filename) are passed via GET from an external server and the full path to the resulting image is returned.
The app will use a JSON config file that I will provide within 24 hours of the project being awarded. This file contains the images that are available on the server and the path/filename to each image. It also contains styling data for the title and body of each image (font, font size, color, x, y, height, width for the title and body text)
Payment in full upon completion and delivery of source files. During the development, please use your own server.
Finally, you'll be required to sign an NDA and IP Assignment agreement.
