Just need a couple of bits of code. To create a new spreadsheet (uploading an existing CSV) and speficy the locale as en-US and another bit of code to update spreadsheets, updating the locale. C# software, winforms. So a simple form, where user gives either a csv file to upload or an id to update. $100 budget
