Analysis of eLearning requirement for higher education institution

We are looking for an e-learning expert to support us in a client project in higher education that requires a feasibility analysis and recommendations as to how to go about the development of a blended approach with different scenarios. The person should have technical knowledge (incl. LMS) and experience in curriculum development (higher education) with a strong focus on blended learning. Experience in sub-Saharan Africa would be an advantage. NOTE: this is NOT about programming a solution.
