Hi, I' m well experienced with IoT and linux developmets. I can complete your solution using AC currents sensors connected to ESP32 or ESP8266 modules which are wifi enabled, power enough to your task and cheap. Backend application can developed with Java and MQTT for connecting application to sensor modules. You'll be able to log usage, calculate and display cost and also I can send the cost back to the sensor module if you're suppose to add a display there too.
