Have done USB2.0HS/USB3 hub designs as well as USB-C devices.
Have footprints/symbols for common type-C connectors.
Haven't used the particular TI part but it looks to be suitable at a quick glance.
EDIT: to add on to this, if you indeed want to have a TypeC downstream port, SS lane mux/swapping must be implemented via additional chip such as HD3SS2522 .
And if you plan to support USB-PD functionality on type C DFP, that will also result in additional hardware needed, etc.
I'm not quite sure what you mean by "variable input voltage", if USB-B is used for host connection, the only allowed plug on the other end of that would be USB-A, which is by spec limited to 5V.
Unless you mean the hub itself would be powered externally?
Anyway, needs more information/discussion, the bid here is the minimum, it may go up after further discussion of implementation details.
