Design and layout of a 40 page public report

We are a not-for-profit organisation looking for a designer to lay out a 40+ page report.
The report will be for the wide public audience and the designer will make it an appealing, pleasing to read document.
The report is about 40 pages long in Word format and includes numerous footnotes. We will supply photographs and visuals to be added within the design.
For this task, we are looking for a professional designer with demonstrated experience in typesetting/creating such reports, ideally based in Africa, Latin America or Asia. We will supply some examples of what we would like created but the designer will have to propose their own design for this piece of work.
Timelines: sample pages the week of 24 January, first version by end of first week of February, feedback loops and final version by 15 February latest.
