Finish My Website

Hi All, I have been in the process of getting a website done which in terms of design is 90% complete. I have all photos, the template, design, content. The current person however is having issues with the top photo's pf the website in that they are displaying different from different monitors and totally incorrectly from mobile devices. Also I have slogans which I want to rendomly appear on each page one after the other and they should still be shown even if you scroll up or down the page. *Apart from this the site needs needs to capture registrations from different communities, it should be able to seperate the registrations, allow me to send bulk emails to different communities and as a whole, people should be able to make online payments, have a phone or facebook verification, should have a chat facility after loging into the site as well. *An online chat forum created after each event which will run for one week to allow users to communicate for one week after *After about 6-10 months of the website being active and advertising there will be a transition in the business to also offer an online business in where people register for online membership and are able to then communicate like other online dating sites online and the events will be separate - This will all still be under the one website and same business *After registration happens an automatic thank you email should be sent out - This first thank you email should capture their first name and in the Thank you email address them by their first name - I have provided a sample of this in the thank you email which is attached *If I accept someone to attend an event, it should be setup in a way where I could just hit a button and an automatic email gets sent out saying they have been accepted to attend a payment link should be sent to them within that email *A database should be created in where I can send emails to all registered users, but also be able to send bulk emails separately to all seperate communities *The website should have the listed slogans in the websites data which should randomly flash/appear on each page of the site *In registration there should be a process for those who have forgotten their user name or password to be able to recover it, would prefer the user name just be a persons email address - Is this a good option or do you suggest a user name? In the login of a persons account, they should be able to see all past events they have attended, when they first registerd *I should also be able to see this data, how many times they have attended events, also all data regarding online registrations *In the events page; when someone clicks on Sydney events the sponsors slider should only show the Sydney sponsors, likewise for the other cities and states *When someone hovers on the logo there will be text in three parts, the top part where the love heart is will say "Symbol Of The Red Indian Love Heart", Bottom Part will say "Infinity Sign", Hover in the Centre it will Say "Combined gives you the RFL Logo ring". I only want people to apply who know their work and can definately get this done. If you are unsure then don't waste our time or I will put extremely bad feedback, but if you know your work then please do.
