Add a persistent panel to google sheet with chrome extension

This is a simple proof of concept. Not sure if it is possible. We want to build functionality into a google sheet, but we first need to determine if we can create a persistent panel that stays there on page refresh. See the graphic for a mock-up example. We don't need any functionality other than the panel. We will add functions to it later. Be specific in your bid if you know how to do it. An expert should know quickly. Please do not bid if you want to learn on our time. This that is your strategy, show it working first and we will reward you. If you provide a generic bid and don't talk about the problem, we will not discuss the project.
