Build me virtual servers and website

Network Description: We have local network, see in the attachment, where (registrered) users are connected to the 48 port cisco switch 2690. Those switches are connected to backbone switch using 2 physical cable, which are acting like 1 logical by etherchannel. The backbone switches are connected to L3 switch, which is connected to the internet and the internal (virtual) servers(DHCP, RADIUS, etc), which are running on Debian. How does it work: (Unregistered)Users,who are desired to use the local network connection have to registered to the website using their name, address etc. After registering to the system they have to add their device MAC address in order to get the static IP address. After admin confirmation they will get the IP address Task: When unregistered users connect to the switchport and open any website, it should automatically redirect to the website, where they have register also the website have to automatically fill the their MAC address for them and the port description, which they connected. After the confirmation, there should be a generated word/pdf with their information and some other information. Final product: 1. Documentations with the details/steps, which have done 2. Each function and important parts in code should be commented in order to use in future 3.
