linux socks server - ip, proxies, reverse proxy

We would install a VM on a Mac computer using VMware Fusion , the VM could then have installed on it Linux (any version). I would then connect 5 USB 4G dongles (all same brand), but different carrier sim in each to the Mac using USB port extender. You then must make each of these 5 internet connection a SOCKS proxy (or similar) with own port so I can connect / use them on other computers and configure proxy settings. We also need interface or commands we can use remotely (on any computer in the world) for each USB dongle to restart each dongle separately (which will allow the carrier to give us different IPs for each dongle). We must be able to add any number of USB dongles to a computer for unlimited proxies.
