I teach kids how to make VR/AR apps in Unity. The app you want is something very basic, it won't take long to accomplish nor will it be difficult. I'm not entirely aware of the real amount of work that has to be done, but such a project ought to take not more than a couple of days at worst. I'm absolutely ready to devote all of my time to it, and deliver it as soon as possible, support it throughout it's life cycle and, in case you need it, explain how it was made and how you can make similar apps yourself. I have developed a very similar application already for an ARBook, where once I put my phone over an image or a specific page of that book, a video on explaining the contents in page pops up. And also I have developed 3D Models popping up the page of that book and worked on this idea for more number of times. Hello, This is a very simple AR use case which can be completed in 1 or 2 days if you want to play video by targeting few images. We have already done similar prototypes for education industry. We can achieve this easily with Vuforia or native SDK's. If you don't want to release an app, we can make it possible through Facebook and snapchat lenses as well.
