Group Chat App Using Sockets for Mobile (iOS/Android)

The app will be basically a chat room app with categories and admin created rooms inside the categories. Think of the UI like twitch it has categories for games and channels, now replace the channels with just the chat rooms.
Need basic chat room systems as follows:
User groups: Admins, Mods, paid users (subscribers) and normal users.
Special permission for mods and admins to remove chat messages.
Everyone can access the chat rooms and see the chat, to talk in it you need to register.
Global blacklist of words.
Spam limiter, users can only chat every x seconds rate set by admins for each room with the default value set to 20 seconds
Rooms will be created by admins and can be closed by admins.
Counters on the Room thumbnail in the category section showing the number of people live in the room.
Users limit for a room will be 5000, if a room exceeds that limit another room with same title #2 will be created live
Other than basic chat room stuff here are some custom features we need:
There will be custom emotes/badges in the chat which will be supplied by us.
There needs to be a points system where users earn points based on the amount of minutes they are in chat rooms.
A Payment system in place, where x amount of points are sold for $x, packages like in mobile games. Only PayPal payment for web and In-app purchases for iOS & Android
Points can be used to buy/unlock chat emotes.
Points can be used to buy/unlock chat username colour
Payment system will also include monthly subscription, which puts buyers in paid user group (subscribers). Subscribers will have special badge next to their username in chat.

Should be a mobile-first app with less emphasis on working on Web.
