Need to convert the project made in Java to "VB ASP.Net" using MS-SQL database

THINGS TO ADD:
-Security: all passwords (clients/staff) should be encripted in the database using a simple algorythm from a class of your choice. All columns and lines should have an extra field to account the sum of characters (by column and files) so if the database is modified from outside, when the application starts it checks this sum and warns me about that.
- Language: should have English / Spanish selectable, not 2 copies of it. I don't want you to learn spanish, just put the text in the database.
- In the backend, now the employees (staf) should have acces to where the administyrator says, for example they can access to add bids, but cannot be modified. This should be selectable from something like a tree that shows everything and the Administrator select where the user, for example, Peter can access to and saved in the database.
- A logger, where all transactions are detailed, specially where authorized users modified/delete tenders, and should be able to filter by kind of transaction and get detailed info, like day/time.
- All modifications made, please ADD it to UML (Classes, Secuence, etc)
- Dummy web site will be appreciated
The simpler the code the better.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) Source code must be provided.
