Combination of IPN and prepaid card

Hi all,
I would like a paypal-like paiement site with IPN, but in my country it is not possible to use creditcard. So i think to combine a paypal-like paiement site with a stored value prepaid card system.
The site will have all “standard” functions of a paypal-like site (e.g [url removed, login to view]). But in funding account, I only need :
- Money Order
- Regular Check by mail
- PLUS the prepaid card module (cf 8)
Customer is identified by his email address, and can manage his account :
