Build Dating Site

The requirement is to produce some code to allow signup, searching, view profile, messages, poke and favourites for an online dating / people searching site. Please view [url removed, login to view] adult site and also [url removed, login to view]
There should be two templates for this site, one for the adult site and one for the all-ages site.
We require a dating site to be built which would use the following technologies:
MySQL Database driven
Smarty Templates for HTML
PHP coding
Iphone App interface.
It should have the following functionality:
Ability to show people using Map technology e.g. google maps which are within a certain distance range. Using postcode and a selectable distance.
Each person showing on the map should be clickable to read their profile.
Search on distance from Entered postcode on profiles and by searcher.
Image resizing and adjustment, so people can upload images and resize them after uploading.
Instant message, so a user can send a message to another user.
Last login timestamp for searching.
Iphone App. Allow searching of users based on distance and GPS Proximity.
When a message is sent, user is notified if message read,
All Development must be carried out on our server. Staged payments are acceptable, A more detailed spec must be agreed between the developer and us.
