OpenCart - Product Import & Order Export

Hello, We are looking for a developer to assist us in a project, which could lead to further work. Obviously quality is the item we are lookinh at however we need the import and export created quickly and as cheap as possible. I've attached a sample of the import guidelines and also a sample of the export file. The import and export would need to automatically run via a cron job every 15 minutes, the import will import the products and then when it re-runs the programe it will only amend the products that are already in the system if the price has changed, otherwise it will leave them alone.
