Since you didn't specify in your description I'm assuming you don't have an RFID reader already, so my quote includes the price of purchasing one. Also sending SMS messages from a server for FREE is problematic, especially in a production environment, you would need to subscribe to a service, and let me integrate it into the code. Lastly, do the students have a "badge" that the RFID reader reads, or were you planning on students using their phone's NFC capabilities? You should ask other Freelancers you are considering hiring, how they intend to handle these issues. I do know of a way to send a message to parents etc from server for free, but it is not an SMS message.
