Build a Web Application for Laboratory (Pathology)

I want to solve an issue for Laboratories, specifically for Pathologist by creating a web application that will help digitalize the process of inputing patient information, receiving a Pathology case and creating a simple workflow that will follow Macroscopy, Histotechnique and the final diagnostic from a certified Pathologist. The project requires authentication and user roles. For example, the secretary should not be able to modify the results of the case but she/her can input patient's data. A doctor cannot modify the patient's information only support case results, etc. This project will be implemented in latin american countries so the front-end needs to be in Spanish and eventually support multi-language. This is a high level overview but there is is more to the project but I am still working the requirements written.
