Build a Web site, Android and IOS APP

My company sells wheels and rims, and I whant that my clientes to see my stock and have the option to buy online, base on there selection. I need a web site where I can sell some items (car Rims and tires) base on the car: year, brand, model, submodel and wheel sizes. If we dont have what the client wants base on the filter, the client will have an option to provide information on what he wants, and send it via email. It has to have an option to upload new images of cars base on the filters above and wheels base on the cars or sizes. The client paiment, can be: pay-pal | credit card | bank transfer( it has to be an option to upload the evidance of the transaction, it can be an image | transaction number, notify me via email). I manage discounts base on preferencial clients, I offer other services for free with the purchase of 2 or more packs of wheels. Also manage discounts base on dates(Black weekend, Christmas, thanks givin, etc). The android and ios app will have the same design and porpuse(photos, items, payment, discounts and offers) of the web site, it have to share the same data base, but it will be front-end. The back end it has to be on yii2 basic or advance template, with webvimark/user-management control. The design of the front end can be similar to this ([login to view URL]) I like how it looks.
