Create a CMS system for Employers

NB! Please read the short brief before asking question it would save me a lot of time before posting the long documentation and technical info. Out of all "bids" so far. 90 % has a standard text showing me that there is copy paste of information to try to get a job. 7% suggest use of systems like drupal, joomla, wordpress etc when spesifyling that a cms system should be created from the bottom and not be a module and part of any standard system. then we have 3% so far that actually has red it and make suggestions. This is a long term project, and for the right freelaner there could hopefully be tasks and jobb many years ahead.. therefor I hope people suggest both technologies what framework the want to use for the job etc. A employer user system needed with many user functions like message system, documentation, report writing, calendar, salary calculations, etc. Please see the following document for more information. There is a need of NDA for this project as this project would be comprenshive both in functions and how it works. The brief can be updated when discussing with freelancers, and hope for input and suggestion that make a better basic for when a freelancer is choosen. We have no requirements how many there should be on this task so are you a genious working with developing could that also be possible instead of a group. When we first make a decision we not only make this on cost, but also delivery time, and response time, and be able to complete the deadlines we agree on, and final and the whole impression on how the freelaner has understood the task.
