I would like to modernize and replace a front end written in C# (Visual Studio), data storage using MSSQL (SQL Express 2008 R2) and analytics using Crystal Reports. We only have 4 users of this program currently.
This program serves to control in/out movement of goods, calculate inventory balance, delivery balance and payments/invoices. As such, these will mostly be one-to-many relationships, for example, seller-to-contracts or seller-to-deliveries (of goods). Contract assignment based on FIFO, and calculation of contract balances should be built-in to front-end. Also, this program should be able to support attachment and upload of PDF documents.
The program is currently hosted on LAN via a Win7 PC. Internet speed here is slow 4MB/s down, 0.2MB/s up. I would like to explore any solution for DB to be hosted in cloud, but also low latency during data input on-site.
I prefer if the framework used is clean, such as Laravel, for CRUD application. However, I am open to suggestion as long as the language chosen is suitable for the purpose. I would like to be involved in the creation process, so the timeline of this project could be longer. Frequent communication and flexibility will be required of this project (I will need source code for the pages created, in case I need to add on more as time progresses).

I fully understands what you need.. You already have .net application in C# and database is sql server 2008..
Now you want to modernize the frontend in Laravel or some other good framework ..
I think CodeIgnitor would be best for this.. It is php framework, fully extensible, secure and robust..
Internet speed is not big issue.. we will check it out...
So I would create new modernize CRUD interface in php and also update your reporting section.. currently you have crystal reports but they don't work in php.. we need to convert them all..
I would also add feature to upload pdf or docs file in the app..
So basically we would be taking db schema and db records from old app and everything would be new..

Hello, I read the requirements and I have a suggestion if you are ok with it.
What if we use a reactive framework like react or Vue for the frontend, this will require minimum resources considering bandwidth. For the DB you can save by using the Google firebase solution, considering that you have a few users then it should stay in the free tier. this will also server as a back end. The reason to use this solution is that maybe in the future should you opt for a native mobile app than using the same code base it should be a breeze.
