Dashboard website with backend development (Teams only no individuals)

There will need to be a lot of discussion and we will need a blue print of architecture and detailed steps before working. Will also need complete UI. Quick points: Looking for a house cleaning management service (Website only, but responsive as well so everything can be done over the phone in a browser). This essentially allows housekeepers to login, accept/decline jobs, auto update their calendars to iCal if accepted. Also, I want a housekeeper rating system that connects to a guest portal (which I will describe below). As of now I just want a database that I can load with mock data about a home/house that needs cleaning and once that is "booked" it will send the job to the top rated house keeper. If they decline, it will go to the next top rated House keeper and so on. If they accept it will auto update their iCal and the management site should have all the information and any rules/info. Another portal will be for members that have booked a property to rent / stay. This will be a unique link where the member can login and view his property, see any information about the property, list of things to do in the city that the guest is in, and also ratings the cleanliness of the property (This will be linked to the last house keeper that cleaned the rental and how their rating is done) Need the housekeepers to upload photos (they will have to take a photo the same way as the owner has taken each spot after the cleaning). These photos will then be sent via email to be approved. Also, payment needs to be released once housekeeper has approval that their job was successful!
