You should use Yii2 framework for your requirement as it have already all features you are looking for like search, filter, pagination and count. We can implement all these features easily and there is no need of testing as they work fine. For admin interface we can use ADMINLTE theme so you can manage your tables. If you want more customization or implement new features in future then it will be easy using this framework. If you use any other framework or core php then you have to create these functionality manually and then testing so it waste lots of time.
