Intranet with workflow for legacy applications

We are a non-profit charity looking to move some of our legacy applications onto the web. Initial bid is for a modular intranet with three modules as described below. More modules will be added as needed. We are off-shore friendly! Opensource customization is fine provide that look and feel is maintained throughout all modules. Module one: Timesheets - ability to enter times weekly. Must have approval logic (accept/reject). Weekly email reminders to fill out sheets if not completed. Robust reporting. Module two: Check Request Form - This is a expense/purchase order kind of thing. Clients enter requests for checks for items they have purchased and need reimbursement and/or requests for check needed for vendor. Client can attach pdf of all receipts. Multiple approvers and status tracking. Robust reporting. Module three: Field reports - Users enter event data for government grant compliance. Ability to upload documents and pictures. The ideal candidates will have built successful intranets and can understand the basics of workflow and approval logic with email support. Administration should be easy enough for department heads.
