Modify Accordion Page CSS/JS/Bootstrap

Reference this page to be modified: [login to view URL] I would like to reverse the behavior. In other words, the page will load with all content expanded and the 'Read Less' buttons visible. Also, integrate a 'Collapse All' option at the top, and a dynamic scrolling return to top arrow on the lower right side. The pages necessary for making these changes are attached (I think... I am not a coder so if I forgot a page, or one is not necessary, let me know).
