Need to add some functionality in wordpress

Hi All, My site is [login to view URL] in that I want to add some chat functionality as below, 1. the admin will be able to view each mentor's details based on the form filled during application 2. and use the details to find the right mentee for them and pair them together 3. and they should all get notified in profile of who they are paired with so that they can communicate with each other together 4. when a user login he is supposed to go to his profile page 5. In there profile page,each user can view their profile and know who they are attached to 6. where he will be able to join a private chat where he and his mentees that have been assigned to him by the admin can communicate Note : admin should be the one to pair each mentor to four mentees Budget is 1100 INR Fixed if you are not able to do in my budget Then kindly don't waste your bid & my "TIME" Mention this is your proposal .
