We have an SQL database of more than 1,000,000 map points. We need to display them on an OpenStreets Map, however we do not want to attempt to load all of the points at one time. We would only want points to show if user view level is 14 or more. Then the browser should request from the server only the points that would be within the view area of the user. This way to conserve resources. Our website backend is PHP, frontend is JavaScript. If you are not an expert with OSM please do not bid.

Based on your description the issue you are running into is the browsers chokes when you load all the points via GeoJSON. Google Maps API is very limited. I would recommend a PostGIS database backend with a leaflet frontend with a NodeJS API to fetch the points. Loading 1 Million points shouldn't be a problem with that Web mapping stack. I'm not bidding on this job, just thought I would help you define your project.
