one page cms in PHP

We need CMS for product page. This product section will need a CMS for just that ONE page. So that an independent person can go into the backend, upload a pic, give the product name and enter a paragraph of details along with a price. As products are sold, they will be taken off the site and the backend needs to be able to ‘Not list’ and ‘delete’ product listings. The page will just be one long page depending on the number of products. There will be no categories and as of yet no online payment system, it will simply be a product listing page as they want to sell products.
Basic format of page would follow basic design and .css format of whole site.
We are on tight budget.
