php gd image upload and adjustment

I have a PHP based CRM system. You can currently upload a file to it and it gets resized using PHP GD commands and a function (see attached PHP files).
The uploaded image keeps the scale. I want to make the image square (250x250px), but by increasing the area size of the shrunken image so that the final output has the image + a white border either top and bottom or left and right depending on original proportions (no border if square image uploaded).
I'm sure I'm only a couple of commands away from doing it, but just want someone to finish it off quickly as I'm struggling on time to do so.
