Simple Website - Database - Account Management

Hello I am trying to find a skilled developer that can help me with a project. The project has 4 main components as I see it. These are: 1. Website. Just a very simple one page website with a few nice touches to make it look smooth, clean, easy to read and professional. From this site, there will be a place where users can lodge a dynamic online form. 2. Dynamic online form. A form that has roughly 15 questions. Based on the answers provided, the form will present the user with appropriate questions. This piece of the project will also require a database to be built to capture and manage responses. Also required will be account management capability where people who lodge forms and receive forms can login and see the completed forms that relate to them. 3. Secure Mail. I want a 'secure mail' function accessible from my website. So the people that lodge forms and receive forms from my website can receive a notification that a secure mail is waiting, they log into secure mail through my website (using the account created previously) .. and then can send / receive emails to ONLY the other party 4. Automated invoicing. I don't require live online c/c payment capability. But on signing up a new client, I want to be able to automate 1 invoice for the annual subscription fee. This is a fee paid in advance. On top of that, on the 1st of each month, I want the system to look at each client and count how many form submissions have been made. For each submission, there is a cost. The system needs to automate a monthly invoice for usage (ie. in January, 6 submissions were made. each submission is $20, so on the 1st of February and invoice would be sent for $120) I have some documentation that puts this in more detail for those that need it. I believe this would best be developed in PHP / Laravel - but am open to reasonable arguments as to why something else is better. I need parts 1 and 2 done quite quickly also. Please provide a total price and further detail how much each of the 4 phases would cost individually Please think carefully before you bid for this project.
