Symphony and Laravel developer for a customized framework

We have an android app that works in connection to customized PHP framework called SNIPE. Since its PHP and customized someone with experience on custom frameworks is what we need. Most of the code as we saw looked like a mix of symfony and Laravel. The only access to the server we have is an FTP with permission access only on my computer, so the only way you can work is by taking teamviewer on my computer, ofcourse you can be added to the online repository in case you want to search codebase for some fix. You will coordinate with an android guy who also worked on the server side so he implemented API on that web , but seems like having hard time understanding since android is his main skill rather than server. The help would be more like guidance since the API and code and stuff the developer has done, jut some doubts on where he is going wrong We would consider you in parallel projects with further server and similar tasks if you cooperate with limitations on access and solve the problem.
