We need a windows 8/10 kernel mode virtual camera device driver that takes HD video file and streams it as a webcam stream that can be consumed by flash sites. The driver should be exposed as a COM object so that it can be embedded in a python project. The driver should be able to handle the common video formats like divx, xvid, mp4, avi. It should be able to resize the videos. The developer should be be proficient in following skills: Windows internals Windows driver foundation Debugging using kernel debugger, profiling and tracing tools. Please reply with relevant references, timeline and cost estimates. Make sure that you include sufficient testing duration in your timeline estimates as the program would need to be thoroughly checked for performance, stability and memory leaks.
