CCTV Footage Video Quality Improvement App

I need an Android app for clearing the CCTV Fottage videos. Only highly experienced people may bid here. 25% of the total amount will be given to you after you complete 50% of the total work. No amount will be increased for this project at any cost. No project will be awarded or no milestone will be released without checking your work on my project. We need one application in which we will be uploading CCTV footages of Bad quality and it should be able to clear the videos of the CCTV footages and give us result in much better quality. There shud be an option to share the videos on social media directly.
