Batch file with loop file, reading from .csv file and execute command line

I need a batch file that read from a CSV file where on each file is a username and email, and execute a command line with this variables. Each line will have the username and after some spaces, then a "," and then the email with some spaces after (please check file attached). To execute the command line, the spaces should be removed. Also if the email is "NULL" the command line should not be execute, and create a log file ([login to view URL]) with the a line for each like "YYYY-MM-DD HH:MM:SS <Username>, no email" For each line (except if the email is NULL), should execute a command line, that have the arguments username, email, init date and end date. For development should be replace with a message on the console, where will be show "XPTO <username> <Email> <DateInit> <DateEnd>. The batch file will be execute on the first day of the month, and the init date and end date is from the preview month from when the batch file is execute (attention when is execute on January, example if is execute on 01-01-2019 the init date will be 01-12-2018 and end date will be 31-12-2018. The format date should be variables, that would allow me easily to change the format if I needed. Let me know the delivery time after payment.
