Binance API - Buy/Sell order sender to multliple accounts

Looking for a FULLSTACK developer with experience with the BINANCE API. I don`t know which technology is best, but probably PHP or Python. I want a cryptocurrency buy/sell order sender for multiple connected client accounts. All of them on Binance API. Only spot trading. All orders are market orders. I need to be able to choose my portfolio (which coins will be part and percentage of the account to be allocated in each one). For example: BTC - 50% ETH - 30% XRP - 20% Then system needs to replicate this portfolio on every account that has been registered. One cliente account might be new an is 100% in BTC Then system needs to buy 30% ETH, 20%XRP and keep 50% on BTC. Another account might have another portfolio and the system needs to identify coins that should be first sold, to then use that to buy coins that are part of the portfolio. Lets say one account is 50% ETH, 50% TRX. In this case TRX is not part of the portfolio and should be sold. ETH is part of the portfolio, but only with 30%, so the 20%ETH in excess should be sold. Then needs to buy 20% in XRP, and keep the remaining 50% in BTC. Will need a way to register various client account API keys. This is an MVP, just to have the business started. FrontEnd in this version can be very basic. Really no expectation in terms of front end for this MVP. It could also be a PHP script running on console diplaying text messages and reading portfolio parameters for a text file. But the backend (order sender and api management) has to be very reliable and well done. The order sender should be fully tested. I need this MVP as soon as possible. Once this is done and working, I`ll be able to start with few clients and will right away continue building new functionalities, then a nice front end is expected. I want to continue building with the same developer. The proposal and time estimate should be for the described MVP only.
