Build middleware desktop application for mailto: links

We require an app that will act as a middleware for when a client clicks on mailto: links as well as replace the default mail client on the windows PC. When the client clicks on an mailto: link we want this app to pop up and have two options, 1 that will open a mail client on their computer (should allow us to select outlook, thunderbird etc, like browse to EXE in settings), or a second option that will open a webpage that we can also set. We also need this app to replace the default mail behavior. For example there is an application we use that will allow us to export an image to email, the normal behavior would be to open the mail client with the attatchment already added to the email along with the from/subject populated already populated from clicking in that app (the one we are exporting from). We need to retain this functionality when the app (that you build) pops up and asks for "Regular Mail" button or the second option that will open the webpage. When they click on the regular mail button, we want it to forward that information like it normally would with out this app to the desktop client. We would prefer that this project is written in C# or any comparable language, as it will only be run on windows environments. We will also require the original source as well as instruction to compile so that we may change the app if necessary for small changes. A more detailed project description and instructions will be provided once you have been awarded the project. We also prefer to communicate over SKYPE for the duration of the project.
