Create Delphi code for a Bilateral Filter of images

The code would accept a TBitmap that can be 8 bits or 24 bits pixel format as input, and give the desired output after applying the bilateral filter. If this project is succesfull I have other similar projects that I can commit to you. The code must be written in Delphi.
