Hi, This project sounds fairly easy. I have developed quite a bit system administration related perl script. On your concern I would suggest marking the traffic of the specific processes with iptables first and than executing the traffic control command for the marked traffic. The timeline would be - I would need 3-4 hours for figuring out the exact iptables and tc commands that would have to be used. 4-6 hours for writing the script and another 4 hours for implementation and testing on the server. In total I would say that I would be able to complete you task for 2 days.
