Development of a White board animation software from scratch

I want to initiate a project for creation of a white board animation software similar to other white board animation feature software in market such as videoscribe or doodly. I am also interested in a watered down version of video editing features in software. I would like to know in reply, 1. Which programming language you propose? 2. Which video and audio and special libraries you propose? 3. Licensing cost for these libraries if any? 4. Cost and timelines for project if awarded I have selected a price range right now, however mention in comment about your thoughts about cost and timelines.
