Golf simulator start menu for windows 10

My name is Jake and I'm looking for a programmer to develop a program that will be used on a PC running windows 10 with a kiosk program called sitekiosk. The program that will be used as a start up for a golf simulator. The program will start by asking the user if they have a tee time. If they do not they will be redirected to a scheduling software program that I have purchased where they can check availability and schedule time on the simulator. Once a tee time is scheduled or if they already had one the program will ask how many players there are, 1 to 8 players can play at once. Once the number of players are selected each player will need to fill out an electronic liability waiver and the waivers will need to be stored on the computer or in the cloud. To avoid having a returning player fill out a waiver each time there should be an option to enter a user name and password to bring up there existing waiver and they can either bypass this step. Once all players have filled out the waiver the program will execute the simulator software.
