Need a server architect for a new website

I need a server architect to design, implement and configure the server infrastructure for a new videos streaming website (not cam).
Most of the content of the website will be self-hosted and initially the infrastructure should be able to hold 15k visits per day, with possibility to easily scale it to 100k easily.
The hired specialist has to design, configure, implement and secure the server side of the website. Make it ready for developers to access and upload their code.
The website will be Wordpress + custom code. It will be on the cloud (I'm open to suggestions for the best hosting options). Videos will be uploaded from a custom view on Wordpress.
This is more or less open for suggestions regarding what database, OS, hosting, scripts, etc to use. I will pick the offer that I consider the most adequate for this project.
