Hello, I have already done similar (educational) projects with Python and RTL-SDR used to record GSM signal (for IMSI detection). I can make you a demo script and if it works as it should you can award me for the project. Is CSV file ok for you? You need to tell me what is center frequency and what is sample rate you are interested in (for the demo script) Still don't know what do you mean by signal noise? Do you mean SNR, what kind of noise is expected? If it is not SNR can you explain to me how to calculate that? Feel free to check my profile.
