Webservice: Social Media Automation vía API (Twitter&Instaagram) -- 2

I am interested in developing an action automation platform in Instagram and Twitter via API. Requirements: to follow and not to follow users with certain requirements. Schedule publications. Give like/RT to publications with certain requirements. Cancel programmed actions of the previous ones. The program will be a web application. It must support user registration and payment. There will be three user roles and depending on the role they will have access to one or more accounts and one or more functionalities. In addition, there will be an administration panel of users and roles and prices of hiring the tool. I'd like to know budget and development time.
